Eight days before the Village election, the village filed a Civil Service Registration with Westchester County civil service authorizing the establishment of a paid fire chief position in Larchmont Village. The form is signed by Mayor Feld on March 12, 2007, and the election took place on March 20th, and she announced the plan on March 26th.

Should the voters have been told about the plan so that the candidates could explain their positions?

Once she announced the plan, she said that the plan would be enacted by the Village Board in 10 days. Read the news report. She announced the plan on March 26 and scheduled a meeting to enact in on April 4th.
As part of her plan, she refused to appoint a highly qualified volunteer fire chief who was elected by the Fire Department membership according to state law. Read the April 5th news article. The volunteers' candidate had over 20 years of service in the Fire Department, including 10 years of service as a Lieutenant or Captain, and 5 years as a Deputy Chief. He had been in charge of the LFD training program for volunteer members for the past 7 years. During his years of service, he had responded to thousands of fire alarms in Larchmont and has been the incident commander in major working fires.
Ignored a 25-page cost analysis that showed that her plan was too expensive, and that there were several less expensive options. Read the Fire Council Cost Analysis.
Appointed a paid fire chief, in place of the legally elected volunteer chief and over the strenuous protest of village residents, now costing the village taxpayers more than $170,000 per year. The paid chief's starting salary was $114,000 with added benefits for a total cost of $152,000, plus a taxpayer-paid SUV. With a new firefighter labor contract, the annual cost has increased in the 2008-2009 budget to $174,000.
Appointed the paid chief without announcing or advertising the position, or considering other candidates. She announced her candidate when whe announced the plan. Her candidate had not taken or passed the state civil service test for fire chief.

Is this a way to select a fire chief?

Ignored a study recommending merger of the Larchmont Fire Department into the Town of Mamaroneck Fire District. Read the Consolidation Study. The Fire Council study found that the consolidation would improve response times and save money. The Mayor scolded the Fire Council for undertaking the study without her permission.
Ignored advice from a nationally-recognized expert that her plan would jeopardize the safety of the residents of Larchmont. Read the sworn Affidavit of Glenn Corbett, P.E.. Corbett is a nationally recognized fire protection expert, and a Technical Editor of Fire Engineering Magazine.
Ignored resounding opposition to her plan expressed by residents in open letters. Read the letters from residents from the Sound and Town Report and the Larchmont Gazette.
Went to court to defeat a legal petition by more than 850 registered voters - more than 20% of the voters - to place her plan on a public referendum so the residents could have a vote on the plan. Read the news article. Why was Feld unwilling to let the voters decide this important issue?
After six months of her plan, active qualified volunteers dropped from 27 to 8. Compare the Attendance Sheet for April 2006-March 2007 at the end of the sworn affidavit of Deputy Chief Paul Abrahamsen to the Attendance Sheet for 2007 produced by the paid Chief.
When a former volunteer firefighter tried to speak at a Village Board meeting where the Mayor accused volunteer firefighters, Mayor Feld shouted "This is our forum tonight!" She adjourned the meeting and walked out.

Approved a new labor contract, negotiated by the Chief, that raised the Chief's salary from $114,000 (at the time the paid chief plan was adopted) to $131,000 - not including fringe benefits and a taxpayer-funded SUV.

With the 33% fringe benefit overhead, the paid chief now costs the taxpayers $174,000.

Enacted a Village Budget to spend $400,000 more on firefighter salaries than the Town of Mamaroneck Fire District, which protects 76% more property, 72% more people and five times as much land. Click on the pages in the budgets. The Village of Larchmont now budgets $1,625,714 for paid firefighter salaries. The Town of Mamaroneck Fire District now budgets $1,224,020 to protect much more property and many more people spread over more square miles.

Is this the kind of character, wisdom and leadership that we need in a Senator?
